With a focus on promoting the advancement of China's basic electronic component industry and the modernization of its industrial chain, on January 29th, the Ministry of Industry and Information Technology issued the "Action Plan for the Development of Basic Electronic Component Industry (2021-2023)" (hereinafter referred to as the "Action Plan").

The Action Plan proposes to strive for a total sales volume of 2.1 trillion yuan in the electronic component industry by 2023, with over 15 enterprises with a sales scale of 10 billion yuan, and the emergence of a group of specialized, refined, and innovative "little giants" enterprises and single champion manufacturing enterprises.

The "three-year action plan" will highlight key markets such as cutting-edge technology, broad prospects, and strong traction, such as intelligent terminals, 5G, industrial internet, data centers, and new energy vehicles.

To improve the current situation of large but not strong electronic components in China

Just like building a house requires the use of bricks and tiles, electronic components are invisible in the overall product and have penetrated into every corner of the national economy and various aspects of social life. They are widely used in intelligent terminals, automotive electronics, 5G communication, the Internet of Things, as well as aerospace, energy transportation, military equipment and other fields, becoming the cornerstone of supporting the development of the information technology industry and the key to ensuring the security and stability of the industrial chain supply chain.

The basic role is prominent, and the scale characteristics are also obvious. Most of the products have a global leading position in production and sales, and the local supply chain is generally complete, with a relatively complete range of product categories that can basically cover the existing market demand, However, the problem of China's electronic component industry being large but not strong is still prominent, and related issues and deficiencies are constraining the development of the information technology industry. The main manifestations are weak overall strength of enterprises, weak independent innovation ability, and a lack of backbone enterprises. There is a significant gap between the technological level and industrialization ability compared to the international advanced level

Gu Qun, Secretary General of the China Electronic Components Industry Association, introduced that China has reached international advanced levels in some fields such as aluminum electrolytic capacitors, printed circuit boards, and semiconductor discrete devices. However, there is still a significant gap in many high-end electronic components, and it is still difficult to effectively meet the downstream market demand in high-end chip resistors, capacitors, RF filters, high-speed connectors, optoelectronic devices, and other aspects. For example, the market share of domestic enterprises in MLCC is less than 4%. In the field of 5G base stations, domestic MLCC products only achieve small batch trials, with a gap of more than 10 years compared to foreign countries.
